
Glenn Weinstein is a Partner and member of Pugh, Jones & Johnson, P.C.'s Public Finance Practice Group. Mr. Weinstein has served as bond counsel, underwriter's counsel, trustee's counsel and credit enhancement provider's counsel on tax-exempt and taxable bond issues for numerous state agencies and units of local government in Illinois, and on tax-exempt bond issues for issuers in the states of Alaska, California, Florida, Indiana, Maryland, Michigan, New Hampshire, New York, Ohio, Oklahoma, South Dakota, Texas, Wisconsin and Wyoming. Represented NIPSCO Industries (now NiSource) in developing and financing cogeneration power projects. Drafted and negotiated tolling agreements, ground leases, service agreements, operating and maintenance agreements, construction contracts and synthetic lease financing documents. Represented Illinois hospitals and other not for profit corporations in corporate, tax and regulatory matters. Served as staff member to Governor Edgar’s 1995 Task Force on Horse Racing in Illinois and helped draft 1995 amendments to the Illinois Horse Racing Act.
